The Advanced Research Projects Agency for Health (ARPA-H) posts this solicitation in support of its Simulation-augmented, Real-time Platform Adaptive Seamless Trials (SURPASS) Program. ARPA-H anticipates multiple Other Transaction Agreement awards will result from this opportunity.

As detailed in Special Notice ARPA-H-SN-26-164, ARPA-H will host an informational webinar on 15 OCT 2026 and a 2-day Proposers’ Day on 6 and 9 NOV 2026 in support of SURPASS.

The SURPASS program aims to develop, integrate, and clinically validate capabilities for persistent, multi-arm adaptive platform trials. Core Platform Teams will establish a platform trial in a single disease area, including a master protocol, shared controls, seamless/phaseless design, and end-to-end clinical operations. Each team must propose at least three drug or biologic intervention arms, include at least six clinical sites by program end, and integrate three Technical Areas: TA1 (simulation-based design engine with in silico capabilities), TA2 (continuous-inference and adaptation-validity engine), and TA3 (AI-enabled operational systems). The program spans five years across two stages: Stage I (24 months) for platform and capability buildout, and Stage II (36 months) for capability validation and deployment.
