The Advanced Research Projects Agency for Health (ARPA-H) is posting this Innovative Solutions Opening (ISO) in support of the UNifying Imaging with QUantum Entanglement (UNIQUE) Program. ARPA-H anticipates that multiple Other Transaction (OT) Agreements will result from this announcement.
Interested parties are invited to review the attached UNIQUE-ISO-ARPA-H-SOL-26-162 and UNIQUE ISO Attachments.
Additionally, proposers are encouraged to review the separate Special Notice, ARPA-H-SN-26-162, for information regarding the UNIQUE Proposers’ Day. Special Notice, ARPA-H-SN-26-162, is an independent announcement and is not attached to this ISO announcement.

Proposers must address both TA1 Imaging Core and TA2 Quantum AI Interpretation and Fusion across Phase 1 feasibility and Phase 2 integrated demonstration. TA1 work includes quantum-correlated photon production and collection, source materials and detectors, measurement across scattering media, ghost-image reconstruction, and demonstration of reproducible contrast across metabolic phantom states. TA2 work includes physics-informed AI, quantum-aware reconstruction, multimodal fusion, uncertainty quantification, synthetic and experimental datasets, and a quantum-derived contrast atlas with improved phantom-state differentiation. Performers will interact with an independent verification and validation team, submit monthly status and milestone reports, attend PI meetings, and meet phased entanglement, timing, flux, coincidence rate, signal ratio, resolution and dataset metrics.
