Pine Bluff Arsenal Testing, Lab and Engineering Services

The contractor shall provide services including surface water, sediment, and fish tissue sampling in streams and large river systems; ambient sediment toxicity testing; acute and chronic whole effluent toxicity testing for four NPDES permitted outfalls; Toxicity Identification Evaluation and Toxicity Reduction Evaluation if needed; statistical analysis for three RCRA Detection monitoring groundwater assessment reports and twelve RCRA Corrective Action Closure sites annually; maintenance and updating of the PBA-specific Geographic Information System database; preparing industrial stormwater permit renewals, Stormwater Pollution Prevention Plans, and stormwater sampling for three outfalls; preparation of Construction SWPPPs and permits; compliance assistance for SPCC Plan development and review, RCRA Permit development and review, and CAA permit review, renewal, and reporting; support for a change of the State of Arkansas Water Quality Standards, Rule 2, for mercury at an NPDES outfall; and assistance with contaminant transport investigations in Phillips Creek and the Arkansas River. The contract also includes tasks for ecological surveys, toxicity testing compliance, groundwater hydrogeological assessments, GIS support, stormwater compliance, regulatory compliance assistance, restoration regulatory support, domestic water supply well removal, and travel reimbursement.
