The 772d Enterprise Sourcing Squadron Contract Support Flight (772 ESS/PKS), is conducting pre-solicitation analysis for the non-personal, advisory and assistance services (A&AS) and non-personal professional support services required to support the Privatization Management Programs (PMP) for the Air Force Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization. One responsible source will be selected for each of four (4) opportunities addressed below, with no other supplies or services to satisfy agency requirements. That is, each opportunity will have only one designated source.
The contractor shall provide long-term cradle-to-grave management services in support of AF Housing (privatized and government-owned) programs including Family, Transient (Lodging), and Unaccompanied; Enhanced Use Lease (EUL); Utilities Privatization (UP); and may include Value Based Transaction (VBT). This includes asset, acquisition, and portfolio management services throughout the United States on Active Duty and Reserve Air Force Bases as well as support to Air Force Civil Engineer Center (AFCEC) and SAF/IEI. Services will be obtained through issuance of individual Task Orders (TO) and will contain scope and pricing information for the period of performance to be at least 12 months per TO. The contractor shall provide private-sector financial, legal, real estate investment and development expertise, and litigation-related support, as required. Specific tasks include program and project management support for EUL and VBT (portfolio advisory, restructures, workshops/training), Utility Privatization (inventory, CEA, RFP support, meetings/workshops), Military Housing Privatization Initiative (MHPI) portfolio management (transaction document review, design/construction support, policy analysis, housing inspections per 2026 NDAA, tenant satisfaction surveys, call center support), and Transient Housing Privatization (THPI) program management (feasibility assessments, lease/legal agreements, portfolio and asset management). The contractor shall also perform project services including trust administration, compliance/risk assessment, quarterly/annual accounting and financial analysis, insurance compliance reviews, technology maintenance/document management, project site assessments, and capital repair and replacement visits.
