What the bond actually guarantees

Superior Municipal Code Chapter 34, Article III (Qualifications, Certifications and License) requires every contractor doing business in the city — including a heating contractor — to register with the city in addition to holding any required state credential. Under §34-57(C), an HVAC contractor must obtain a Wisconsin State HVAC contractor registration and register with the City of Superior before installing, maintaining, or repairing heating, ventilating, or air conditioning equipment.

Section 34-60 conditions that city registration on a surety bond and a certificate of liability insurance, administered by the city's Building Inspector's office. It's a three-party arrangement: you (the principal), the surety carrier, and the City of Superior (the obligee), with property owners and the city itself as the protected parties if a registered contractor fails to comply with city or state law or leaves work incomplete.

It is not insurance for you — if the surety pays a claim, you repay the surety. The bond must stay active for the life of your registration and can't be cancelled except on 20 days' written notice to the Building Inspector, so we track it and notify you ahead of renewal to keep the filing continuous.
