What the bond actually guarantees
Under Chapter 245 of the Milwaukee Code of Ordinances (Encroachments, Projections and Special Privileges), nothing may be erected, placed, or stored on a public thoroughfare without a permit from the Commissioner of Public Works — and a projection or encroachment beyond the street line that isn't otherwise listed in the chapter requires a special privilege granted by the Common Council under s. 245-12. A newsrack or vending box standing on a public sidewalk falls into that special-privilege category.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Milwaukee (the obligee), with the city and the public as the protected parties. If the box is left in disrepair, blocks the sidewalk, or isn't removed when the city orders it, the bond stands behind that obligation.
It is not insurance for you — if the surety pays a claim, you repay the surety. Milwaukee's own text is explicit that any special privilege granted under s. 245-12, like any other permitted encroachment, "shall be maintained in good state of repair and in a safe condition" for as long as it stands in the right of way.
