A mobile-home-park permit bond is a compliance guarantee. The City of Phillips licenses manufactured-home communities, and the bond promises the City that the park will be operated in line with its permit conditions and local health and safety rules.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Phillips (the obligee). If the park is operated in violation of the permit and the City incurs costs to correct it, the City can recover against the bond.
