What the bond actually guarantees

Wisconsin licenses motorcycle (rider) and driver training schools through WisDOT, and conditions the license on a bond under Wis. Admin. Code Trans 105. The bond is a student-protection guarantee: it lets a customer recover from the surety if the school cannot meet the obligations of its training contract — for example, prepaid tuition for courses not delivered.

It is a three-party arrangement: you (the school, the principal), the surety carrier, and the State of Wisconsin together with your students. WisDOT sets the bond amount from the size of the school and points assessed during the prior license period — so different schools post different figures, and the same school’s amount can change over time.
