A seller who holds funds received for retail travel services for more than five business days must protect that money — either by keeping it in a trust account or, under RCW 19.138.140, by filing a surety bond with the Department of Licensing.

The bond names the State of Washington as obligee for the benefit of any person who suffers a monetary loss from the seller violating chapter 19.138 RCW or its rules.
