About this bond

What it is and who needs it.

What the bond actually guarantees

Washington licenses scrap metal recyclers — businesses that buy and process metal property such as wire, catalytic converters, and other commonly-stolen materials — through the Department of Licensing. RCW 19.290.130 conditions that license on a $10,000 surety bond, approved as to form by the attorney general.

The bond is conditioned upon conducting the business in conformity with chapter 19.290 RCW, the metal-property law. Anyone who suffers loss or damage by reason of a recycler's fraud, gross negligence, intentional or reckless violation of the chapter, or misrepresentation can recover against the bond.

It runs to the state of Washington, and the surety's aggregate liability never exceeds the $10,000 face amount. If the surety pays a claim, you repay the surety — it is a guarantee to the public, not insurance for you. The bond must stay active for the life of your license; we track it and notify you 60 and 30 days out.

RCW 19.290.130 (Department of Licensing)RCW 19.290.130 requires a scrap metal recycler (and processor) to file a $10,000 surety bond with the Department of Licensing, running to the state of Washington, approved as to form by the attorney general, and conditioned on conducting the business in conformity with chapter 19.290 RCW. Persons harmed by fraud, gross negligence, a reckless violation, or misrepresentation may recover against the bond, up to its face amount.

Claims, renewal, filing, and what sets the price.

If a claim is made

A claim comes from the party the bond protects, the obligee named on the form, when the duty the bond guarantees is not met.

The surety investigates and pays a valid claim, up to the $10,000 bond amount. You then repay the surety: a surety bond is a guarantee of your performance, not insurance for you.

Renewal and term

The premium covers a one-year term from the effective date you choose; a longer term is the same price per year, chosen at checkout.

Renew before the expiry date to keep the bond in force: the license, permit or contract it backs expects continuous coverage.

How to file it

File with the Department of Licensing. Your executed bond and power of attorney arrive by email, ready to file with your scrap metal recycler license application or renewal. Wet-ink original mailed on request.

What sets the price

The premium is fixed at $100 at the $10,000 amount for every applicant: the carrier’s rate book prices this bond by the form, not by your credit or your business profile.

FAQ

Common questions.

How much is the Washington scrap metal recycler bond? The premium is $100 flat, one-time — set by our carrier's rate book for this specific bond, the same for every recycler. The $10,000 amount is set by RCW 19.290.130, so there is no quote process.
Do I pay the $10,000?No. You pay $100. The $10,000 is the surety's maximum aggregate liability to people harmed by a violation of the metal-property law — not a deposit, and nobody holds your money.
How is a recycler different from a processor? Both file the same $10,000 bond under RCW 19.290.130. The license type turns on your role in the metal-property chain — a recycler buys and resells; a processor converts scrap into a different form. Pick the page that matches your DOL license.
Is there a credit check? No credit check: the application collects no credit information. Most applications approve instantly.
When does it renew? The bond must stay active for as long as you hold the license. You can buy a 1, 2, or 3-year term; we send renewal notices 60 and 30 days out, with autopay available, so your license never lapses over a missed email.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
