Clark County Public Utility District No. 1, Washington requires a $10,000 bond from contractors enrolled in its conservation / energy-efficiency program. Our carrier's rate book sets this bond at $200 flat — the same price for everyone. The application includes a soft credit pull that never affects your score.

Utility program bonds are straightforward. Here's the process:
Business details, an effective date, and consent to a soft credit pull. The soft pull doesn't touch your score.
Most applicants clear the soft pull and issue the same day. At most, 1–2 business days.
Your executed bond and power of attorney arrive by email, ready to file with Clark County PUD No. 1. Wet-ink original mailed on request.
A conservation program contractor bond is a performance and compliance guarantee. When you install rebated weatherization, HVAC, or energy-efficiency measures under the PUD's program, Clark County PUD No. 1 wants a financial backstop that the work meets program standards.
It's a three-party arrangement: you (the principal), the surety carrier, and Clark County Public Utility District No. 1 (the obligee). If your program work is defective or fails the PUD's standards, the PUD or a harmed customer can recover against the bond — and you repay the surety.
The bond stays active while you're an enrolled program contractor. It renews on its term, and we send notices 60 and 30 days out so your enrollment never lapses.
These are the actual issuing fields. The credit consent is a soft pull — it never affects your score.
