A right-of-way bond is a restoration guarantee. When you open a Spokane street, sidewalk, or right-of-way, the City wants a financial backstop that you'll restore it to City standards and won't leave a hazard.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Spokane (the obligee). If you damage City property and don't fix it, or abandon the work, the City can recover its repair cost against the bond — and you repay the surety.
