Washington licenses commission merchants, dealers, brokers, and buyers of agricultural products through the Washington State Department of Agriculture under chapter 20.01 RCW. Growers consign their crops to these middlemen and trust them to pay — so the state requires a financial backstop before the license issues.
Under RCW 20.01.210, the applicant files a surety bond, executed by the applicant as principal and a qualified surety, running to the state for the benefit of qualified consignors of agricultural products. If a dealer fails to pay a grower for products received, the harmed consignor can recover against the bond.
The amount is set by WSDA from your annual dollar volume and the commodity you handle — generally a $10,000 minimum for most products, with a higher $15,000 minimum for dealers in hay, straw, or seed.
