Virginia licenses wholesale wine distributors through the Virginia Alcoholic Beverage Control Authority. Under § 4.1-235, the Board can require a wholesale wine licensee to file a bond payable to the Commonwealth — in a sum the statute caps at $10,000 — signed by the applicant and an authorized surety.
The bond is a tax-and-compliance guarantee, conditioned on the licensee securing wine only in a manner provided by law, remitting the proper mark-up to the Board, keeping required records, and abiding by the Board's regulations. The $10,000 amount is the full statutory cap (the smaller published tier is $2,500).
