What the bond actually guarantees
VDOT's Bonded Weigh Program lets material shipping sources certify the weight of materials hauled on VDOT projects instead of using a state-staffed scale. The person doing the weighing — the weighperson — must be certified by the Department and bonded to the Commonwealth.
The bond is a faithful-performance guarantee: the weighperson is bonded to the Commonwealth in the amount of $10,000 for the faithful observance and performance of the duties of the weighperson. The District Materials Engineer verifies the bond before certifying the person to weigh.
It is not insurance for you — if the surety pays a claim arising from inaccurate or dishonest weighing, you repay the surety. This is a VDOT program requirement, not a general weights-and-measures license; Virginia's public weighmaster statute (Title 3.2, Chapter 58) is a separate licensing scheme that does not itself require a surety bond.
