Prince William County requires anyone acting as a peddler, solicitor or itinerant vendor to hold a permit issued by the Chief of Police, and conditions that permit on a $5,000 surety bond naming the Board of County Supervisors as obligee. The bond guarantees that a permit holder will comply with the County's peddler ordinance and the state statutes governing peddling, soliciting and itinerant vending.
It's a three-party arrangement: you (the principal), the surety carrier, and the County, acting through its Board of County Supervisors (the obligee), with County residents as the protected parties. If money a resident paid isn't accounted for, or goods delivered don't match what was represented, that resident — or the County itself — can bring an action against the bond.
