Fairfax County licenses home improvement contractors locally through its Department of Land Development Services, and conditions the license on a $5,000 surety bond. The bond is a property-owner-and-County protection guarantee: it backs your compliance with County building, permitting, and consumer-protection rules on the work you do.

It's a three-party arrangement: you (the principal), the surety carrier, and Fairfax County (the obligee), with the property owners you serve as the protected parties. If a contractor violates the County's contractor rules and someone is harmed, the harmed party can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Contractors who pull proper permits and finish their work treat the bond as a license formality, and we keep your $5,000 filing continuous with renewal notices 60 and 30 days out.

Fairfax County Department of Land Development ServicesFairfax County requires a $5,000 surety bond as a condition of its home improvement contractor license; the bond amount and form are set by Fairfax County's Department of Land Development Services. County Code § 61-3-12(c) sets two bonds: $10,000 for a Class C contractor (contracts over $1,000) and $5,000 for any other contractor (contracts under $1,000). Class A and B contractors are exempt from the County licence. The bond is payable to the Board of Supervisors and deposited with the Building Official — upload it in PLUS and mail the original to HIC Licenses, 12055 Government Center Parkway, Suite 334, Fairfax, VA 22035.
