Fairfax County licenses home improvement contractors locally through its Department of Land Development Services, and conditions the license on a $5,000 surety bond. The bond is a property-owner-and-County protection guarantee: it backs your compliance with County building, permitting, and consumer-protection rules on the work you do.

It's a three-party arrangement: you (the principal), the surety carrier, and Fairfax County (the obligee), with the property owners you serve as the protected parties. If a contractor violates the County's contractor rules and someone is harmed, the harmed party can recover against the bond.

County Code § 61-3-12(c) sets two bonds: $10,000 for a Class C contractor (contracts over $1,000) and $5,000 for any other contractor (contracts under $1,000). Class A and B contractors are exempt from the County licence.
