What the bond actually guarantees

Utah ran collection agency registration through the Division of Corporations and Commercial Code under Title 12 of the Utah Code. An agency registered with the Division and filed a $10,000 bond payable to the state, standing behind the money it collected on a creditor's behalf. The Legislature repealed that scheme in 2023 — H.B. 20 took effect May 3, 2023, and the Division no longer accepts the registration or the bond.

The form did not disappear with the statute. Creditors, debt buyers, agency networks, and out-of-state licensing bodies still ask a Utah collection agency for a $10,000 bond as a condition of doing business, and that is who this bond is written for today. It is the same three-party arrangement: you (the principal), the surety carrier, and whoever the bond names as obligee.

It is not insurance for you — if the surety pays a claim, you repay the surety. Confirm with the party asking who the obligee should be and what penal sum they want before you buy; we issue the $10,000 Utah form and track the term, with renewal notices 60 and 30 days out.
