What the affixing agent bond actually covers

Tennessee taxes tobacco products under the Tobacco Tax Law (Tenn. Code Ann. Title 67, Chapter 4, Part 10). To buy revenue stamps and affix them to packages, you must be a licensed affixing agent appointed by the Commissioner of Revenue — and § 67-4-1015 requires that license to be backed by a surety bond.

The bond is conditioned on the agent paying the tax and properly affixing stamps to all tobacco products it handles. A bond is filed for each location, and the amount tracks volume — the statute frames it around your tax liability, generally 110% of your estimated 30-day liability, but not less than $2,000.

If an agent fails to pay the tax due, the state can recover against the bond — and if the surety pays, you repay the surety. We issue the amount the Department of Revenue sets at a flat 3% with no credit check.
