About this bond

What the entrance permit bond actually covers

Under Tennessee law, a permit is required before constructing a driveway or entrance on a state highway right-of-way, including modifying or changing the use of an existing entrance. TDOT issues the permit through its regional Traffic Engineering offices, and the permit is conditioned on a surety bond running to the Department.

The bond guarantees you build the entrance at the location and in the manner shown on your approved plans, and that you restore to original condition any pavement, shoulders, or other parts of the highway your work damages. The amount is 110% of the estimated construction cost, or $5,000, whichever is greater.

If you fail to build to plan or leave the right-of-way damaged, TDOT can recover against the bond to make repairs — and if the surety pays, you repay the surety. We issue the amount on your permit at a flat 3% with no credit check.

Tenn. Dept. of Transportation — Entrance Permit rules (Ch. 1680-10-01)TDOT issues highway entrance permits under the authority of Tenn. Code Ann. §§ 54-5-301 and 54-5-302 and Department rules (Chapter 1680-10-01). The permit bond runs to TDOT, guarantees construction per the approved plans and restoration of any damaged right-of-way, and is set at 110% of the estimated construction cost or $5,000, whichever is greater. Confirm your amount on the TDOT permit.

The premium is a flat 3% of the bond amount, with a $275 minimum. The amount itself is set by TDOT — 110% of the estimated construction cost, or $5,000, whichever is greater. Enter the figure on your permit and the quote updates.
Who sets the bond amount? +
TDOT does, based on the estimated construction cost it determines for your entrance. The floor is $5,000, so smaller jobs land at the $5,000 amount (premium $275).
What does the bond guarantee? +

Is there a credit check? +
No — the entrance permit bond is issued with no credit pull. Larger bond amounts may get a quick soft-pull review, which never affects your credit score.
Where do I file it? +
With the regional TDOT Traffic Engineering office handling your permit. TDOT generally needs the original bond mailed or delivered — we provide the wet-ink original.
