Oregon generally prohibits the DMV from releasing personal information from motor-vehicle records (ORS 802.177), with narrow exceptions. A disseminator is a business the DMV authorizes to resell that record data to permitted requesters — and ORS 802.179 conditions that authorization on a $25,000 performance bond and a written disseminator contract.
