What the bond actually guarantees
Clackamas County's Water Environment Services (WES) department operates the Tri-City Water Resource Recovery Facility (TCWRRF), the county's treatment plant, and it requires a septage hauler to hold a WES septic tank waste discharge permit before dumping loads there. Filing a $10,000 surety bond is one of the standing conditions of that permit, alongside a current DEQ sewage disposal license and DEQ pumping-truck inspection report.
It's a three-party arrangement: you (the principal, the hauler), the surety carrier, and Clackamas County WES (the obligee). If a hauler's discharges or conduct at the facility cause damage or a violation the permit covers, the county can draw on the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The underlying discharge permit runs three years, but WES requires the surety bond, DEQ license, and DEQ truck inspection to be updated and filed annually, so we track your renewal date and notify you ahead of it.
