A sewer connection bond is a restoration and code guarantee to the city. When you tap the City of Youngstown's sewer, the city wants assurance that the connection is made to code and that any street or right-of-way you open to make it is properly restored.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Youngstown (the obligee). If the connection is defective or you leave the cut unrestored, the city can recover against the bond to fix it.
