What the bond actually guarantees
A plumbing contractor registration bond is a code-compliance guarantee. Union County wants a financial backstop that your plumbing work meets the Ohio plumbing code and the county Health Department rules, and that you correct work that fails inspection.
It's a three-party arrangement: you (the principal), the surety carrier, and Union County through its Health Department (the obligee). If you perform plumbing work that violates code and leave it uncorrected, the county can recover against the bond.
