Ohio licenses driver training schools through the ODPS Office of Driver Training under R.C. Chapter 4508. No license is issued or renewed until the school proves it carries a continuous performance bond covering the cost of refunding students for training the school doesn't deliver.

Under Ohio Administrative Code 4501-7-08, the bond or escrow is no less than $10,000 for the first school licensed by the enterprise, plus an additional $2,000 for each additional school licensed by the same enterprise. The figure scales with the number of locations you run.

The bond protects students: if your school closes or fails to provide the training a student paid for, they can recover their prepaid tuition against the bond. If the surety pays a claim, you repay the surety — so schools that deliver what they sell treat it as a licensing formality.
