About this bond

What it is and who needs it.

What the blanket right-of-way bond covers

Under Ohio Revised Code 5589.10, anyone working in or placing anything within a county road right of way needs a permit from the Franklin County Engineer's Office, which conditions the permit on a surety bond.

This is the annual blanket (multiple-jobs) version: instead of bonding each permit separately, one bond covers all your county right-of-way permits for the term. It is a public-property restoration guarantee protecting the county and the public against your failure to restore the right of way on any covered job.

All bonds must be on a form approved by the Franklin County Engineer. We issue the blanket amount the Engineer set, at a flat 3% with no credit check. For contractors running several permits a year, the blanket is usually the cheaper path per job.

The Franklin County Engineer's Office conditions its right-of-way permit on a surety bond, on a form approved by the Engineer, in an amount the Engineer fixes; an annual blanket bond covers multiple permits.
