What the bond actually guarantees

The City of Columbus requires a $10,000 stormwater BMP construction bond before stormwater best management practices (BMPs) are built, filed with its Department of Public Utilities. It is a construction-completion guarantee: it stands behind your obligation to build the stormwater BMPs to the approved plans and specifications.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Columbus (the obligee). If the BMPs aren't built per the approved plans, the city can recover against the bond to complete or correct the work.
