Fill operations can affect drainage, erosion, and neighboring property, so the authority wants a financial backstop before you move earth.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Cincinnati and/or Hamilton County (the obligee). If you leave the site unstable, cause erosion or drainage problems, or abandon the work, the authority can recover against the bond to correct it.
