What the build permit bond actually covers

A construction / build permit bond is a guarantee to the City of Cincinnati and/or Hamilton County that permitted site and construction work — grading, building, and any disturbance the permit authorizes — is completed and restored to the authority's standards. The permitting authority wants a financial backstop before it lets you build.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Cincinnati and/or Hamilton County (the obligee). If you abandon the work, leave the site out of compliance, or damage public infrastructure and don't make it right, the authority can recover against the bond.
