The bond is the financial backstop on that permit — a guarantee that you'll transport and deliver the liquor lawfully and not divert it.
It's a three-party arrangement: you (the principal), the surety carrier, and the State of North Carolina through the ABC Commission (the obligee). If liquor is unlawfully diverted or the transportation laws are violated, the state can recover against the bond.
