Yonkers does not let anyone remove pavement or disturb the surface of a city street — to lay pipe, run conduit, place building materials, or for any purpose — until a permit is issued by the City Engineer. The bond is a performance and restoration guarantee in the amount of $50,000, guaranteeing proper repair of the opening and of any city underground facilities you damage.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Yonkers (the obligee). If you leave a defective patch, damage a city sewer or water line, or fail to restore the street, the city can recover its repair costs against the $50,000 bond.
It is not insurance for you — if the surety pays the city, you repay the surety. The bond must stay posted with DPW for the life of the permit, so contractors who restore the street properly treat it as a permit formality.
