The Suffolk County Department of Public Works (SCDPW) regulates connections into the county sewer system. For a single specific job, the DPW issues a special permit and requires a bond for that connection. The bond is a workmanship-and-restoration guarantee: it stands behind that connection being made to county standard.
It's a three-party arrangement: you (the principal), the surety carrier, and Suffolk County (the obligee). If the connection is incomplete or substandard, or county roadway and infrastructure is left damaged, the County can recover against the bond.
