What the general-permit bond actually guarantees

The Suffolk County Department of Public Works (SCDPW) regulates sewer connections into the county system. Anyone in the business of making sewer connections must first register with the Commissioner and post a general-permit bond. The bond is a workmanship-and-restoration guarantee: it stands behind your connections being made to county standard, with a one-year discovery term.

It's a three-party arrangement: you (the principal), the surety carrier, and Suffolk County (the obligee). If a connection is incomplete or substandard, or county roadway and infrastructure is left damaged, the County can recover against the bond.

The general-permit bond covers all the connections you make in a calendar year under your registration, with the amount — between $5,000 and $25,000 — set by the DPW Administrator based on the number of permits issued. If the surety pays the County, you repay the surety.
