This is a private contractual requirement, not a New York statute — the bond runs in favor of Bestpass itself, and Bestpass sets both whether a bond is required and how large it needs to be. For accounts using the New York Thruway, New Jersey Turnpike, or Pennsylvania Turnpike, the published minimum is the greater of $1,000 or roughly three months of expected toll billings, net of any volume discounts.
The bond guarantees that the fleet pays its monthly toll invoices within the agreed window — Bestpass's own agreement cites payment within twenty days of invoice. If the fleet fails to pay and Bestpass makes a claim, the surety pays Bestpass up to the bond amount and the fleet then owes the surety. This corporate version of the bond is for an account opened by a corporation, LLC, or partnership; a sole owner-operator files the individual-entity version instead.
