An excavation permit bond is a restoration guarantee. Before you cut into a county street, sidewalk, gutter, or alley, Washoe County conditions the encroachment/excavation permit on the bond so that work in the right-of-way isn't left incomplete or unrestored.
It's a three-party arrangement: you (the principal), the surety carrier, and Washoe County (the obligee), with the traveling public as the protected parties. If a permittee abandons the cut or fails to restore the right-of-way, the county can recover restoration costs against the bond — up to the $5,000 penal sum.
