Union Electric Company, doing business as Ameren Missouri, is the investor-owned electric utility serving the St. Louis area and much of eastern Missouri, regulated by the Missouri Public Service Commission. Like other regulated utilities, Ameren can require a deposit or other guarantee of payment before it commences or continues service to a customer it considers a credit risk — for example a new account without an established payment history, or an account with a recent unpaid delinquent bill.
For residential accounts, that practice is bounded by Commission rule: under 4 CSR 240-13.030, a required deposit "shall not exceed two (2) times the highest bill or four (4) times the average bill, whichever is stated in the utility's tariff," calculated from the most recent 12 months of usage at the account, and the rule expressly lets a utility accept a written guarantee — which is what a surety bond provides — up to the value of a cash deposit, in lieu of the deposit itself. Commercial and business accounts are not covered by this residential-service rule; Ameren sizes those deposits under its own tariff schedule on file with the Commission, generally scaled to the account's billed or estimated monthly usage.
