What the bond actually guarantees

Missouri’s commercial trucking permits are administered through the Department of Transportation’s Motor Carrier Services unit. A carrier that is not registered for IRP or fuel tax can buy a temporary trip permit to operate legally, and MoDOT authorizes certain third parties — permit services and wire agents — to sell those permits on its behalf.

When you sell permits as an authorized agent, you collect public money that belongs to the state. The bond is a financial guarantee that you remit the permit fees you collect and follow the terms of your agent agreement. It is a three-party arrangement: you (the principal), the surety, and the Missouri Highways and Transportation Commission (the obligee).

It is not insurance for you — if the surety pays a claim, you repay the surety. Agents who keep clean records and remit on time treat the bond as a formality of holding the agent appointment.
