Entergy Mississippi customers use electricity before paying for it — each bill covers usage already delivered — so Entergy Mississippi, LLC can require a new or higher-risk customer to post a security deposit as protection against an unpaid final bill. The deposit requirement itself runs through Entergy's own Service Policy, on file with the Mississippi Public Service Commission (Docket No. 2018-UA-39), which lets the company hold "a reasonable deposit as a guarantee for payment of service as permitted by the rules of the Commission." The Commission's own statewide rule caps how large a cash deposit can be — no more than a single estimated average bill for a residential customer, or two estimated maximum bills for any other customer.
