What the utility deposit bond actually does
Atmos Energy is one of the investor-owned natural gas distribution companies serving Mississippi, regulated by the Mississippi Public Service Commission. Under Mississippi Public Service Commission Rule 9.100 (Customer Deposits), a utility may require a cash deposit — capped at a single estimated average bill for a residential customer and two estimated maximum bills for any other customer — to guarantee payment and the safe return of its property. Atmos' own Mississippi Gas Service Policy (Section VII, Rule 46) applies that cap and requires "a deposit or other guarantee" before service for a customer who is new, non-residential, or whose credit standing is not satisfactory.
A utility deposit bond is a surety bond that stands in for that cash deposit. It guarantees that if you fail to pay your gas bill — or damage Atmos' meter, regulator, or service piping — Atmos can recover the unpaid amount up to the bond's limit, so you satisfy the deposit requirement without tying up cash.
