No commercial driver training school may operate in Minnesota without a license from the Department of Public Safety, Driver and Vehicle Services. Under Minn. Stat. 171.34 and Minnesota Rules Chapter 7411, the license is conditioned on a continuous surety bond.
The bond is conditioned on the school faithfully performing all contracts and agreements with its students and complying with the driver-training statutes (Minn. Stat. 171.33–171.41) and rules. A student harmed by a breach can claim against the bond, up to its penal sum.
