What the bond actually guarantees

Minnesota regulates boxing, mixed martial arts, and other combative sports through the Combative Sports Commission under Minn. Stat. ch. 341. Before the commissioner issues a promoter’s license, the applicant must deposit a surety bond — in an amount set by the commissioner, but not less than $10,000.

The bond is executed in favor of the State of Minnesota and is conditioned on the promoter faithfully performing their obligations under chapter 341 and the rules adopted under it — paying fighters, taxes, and fees, and following the rules that protect athletes and the public at a licensed event.

It is a three-party arrangement: you (the principal), the surety carrier, and the State of Minnesota. If a promoter fails to meet their obligations and the state or a harmed party suffers loss, they can recover against the bond — and if the surety pays, you repay the surety.
