Circle Pines licenses contractors under Section 1205 of Chapter 12 (Building Code) of its City Code. Section 1205.02 says that before anyone engages in the business of the listed types of work in the city, they must first obtain a license either from the City or from the State — and the list ends with (n), any work for which a building permit is required by the Code. Zoning Section 1315.08 Subd. 3 then requires a building permit before construction of every perimeter fence: any fence with a portion within five feet of a property line running roughly parallel to it, any fence longer than 75 feet, and any fence extending off a perimeter fence.
So a fence installer who holds no Minnesota state contractor license takes the City license, and Section 1205.12 requires a bond with every application: $2,000 as an annual-aggregate limit, executed by a surety authorized in Minnesota and approved as to form by the City Attorney. It guarantees that during the license term you keep complying with Section 1205 and all City laws, and that if you default on a contract, the homeowner's advance payments — less the reasonable value of work actually done, or the reasonable cost of completing it — are refunded. The City also holds a cause of action on the bond for any damage caused by your noncompliance, and the surety cannot cancel without 30 days' written notice served on the City Clerk.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Circle Pines (the obligee), with your customers as protected parties. It is not insurance for you — if the surety refunds a customer or pays the City, you repay the surety. A contractor who already holds a Minnesota state license files a copy of it instead of the City application and posts no City bond, and the City form lists separate state bonds for mechanical and sign contractors.
