Warren Code of Ordinances § 8-21 requires anyone engaging in the business of auctioneer — or selling or crying off real estate, goods, wares, or merchandise at public auction — within the city to first procure a license from the City Clerk. Before that license issues, § 8-25 requires the applicant to execute a $2,500 bond with two or more sufficient surety companies, approved by the City Attorney, and § 8-23 requires the Police Commissioner's separate approval of the license itself.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Warren (the obligee), with consignors, property owners, and buyers as the protected parties. The bond conditions the license on the auctioneer faithfully accounting to consignors for goods and money received, and on reimbursing any buyer harmed by an unlawful or fraudulent auction sale.

It is not insurance for you — if the surety pays a claim, you repay the surety. Under City Code § 18-13, a Warren business license year runs to March 31 each year unless otherwise noted, so we track the bond's term against that date and notify you ahead of renewal to keep the filing continuous.
