What the bond actually guarantees
Roseville's City Code, Article III of Chapter 290 (Streets and Sidewalks), requires anyone engaging in the business of installing sidewalks and/or driveways within the city to first file a cash or surety bond with the City Clerk before doing that work. The bond backs a five-year warranty: the installer must work in a workmanlike manner, indemnify the city against defective materials or workmanship for five years, and repair any defect within ten days of notice from the Department of Buildings and Inspection.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Roseville (the obligee), with the city and anyone harmed by defective sidewalk or driveway work as the protected parties. A contractor who defaults under the ordinance is barred from further sidewalk or driveway work in the city until the default is cured.
It is not insurance for you — if the surety pays a claim, you repay the surety. The ordinance text does not itself state a dollar figure; the $2,000 amount is the bond the city's permitting process sets for this filing.
