The bond is a consumer-protection guarantee — it stands behind deposits residents pay for goods or services to be delivered later, and backs the solicitor's compliance with the township's rules.
It's a three-party arrangement: you (the principal), the surety carrier, and the township (the obligee), with residents as the protected parties. If a solicitor takes money and fails to deliver, or otherwise violates the solicitation rules, a harmed resident can recover against the bond.
