The City of Lansing licenses vehicles for hire — taxicabs, limousines, shuttle buses, and similar — through the City Clerk's Office, and conditions the license on a surety bond. The bond is a public-and-passenger-protection guarantee that the operator follows the city's vehicle-for-hire ordinance.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Lansing (the obligee), with passengers and the public as the protected parties. If a licensed operator violates the ordinance and someone is harmed, the harmed party can recover against the bond.
