What the bond actually guarantees

Ionia's Code of Ordinances, Chapter 868, regulates transient merchants and itinerant vendors — anyone who sells goods in the city without a permanent place of business. Section 868.07 conditions the license on a surety bond filed with the City Clerk, scaled to the value of merchandise offered: $600 for the first $10,000, rising in $600 increments per additional $10,000.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Ionia (the obligee), with customers and the city as the protected parties. The bond is conditioned on the vendor's faithful performance of contracts and warranties made in connection with the licensed business.

It is not insurance for you — if the surety pays a claim, you repay the surety. The ordinance also provides that the bond is refundable at the end of the licensed period, subject to forfeiture for violations such as entering a residence under false pretenses or ignoring a posted 'No Peddling' sign.
