The bond is a consumer-protection guarantee that you will deal honestly with the customers who rent from you and follow the city's licensing rules.
It is a three-party arrangement: you (the principal), the surety, and the City of Detroit together with harmed customers (the protected parties). If a rental agency takes deposits and fails to return them, or violates the licensing rules, the harmed party can recover against the bond.
