What the bond actually guarantees

In Maryland, only haulers with a Special Medical Waste Hauler permit from the Department of the Environment may legally transport medical waste, and the permit is conditioned on a surety bond. The bond is an environmental-cleanup guarantee: it indemnifies the State for the abatement of pollution from an improper transport or spill of medical waste.

It's a three-party arrangement: you (the principal), the surety carrier, and the State of Maryland (the obligee). If a hauler spills or mishandles regulated medical waste and the State has to abate it, the State can recover the cleanup cost against the bond — and if the surety pays, you repay the surety.

One note on the amount: the State's special medical waste regulations have referenced a higher minimum bond for some hauler categories.
