What the bond actually guarantees
Maryland licenses drivers' schools — the businesses that deliver the 30 hours of classroom and 6 hours of behind-the-wheel instruction the state requires of new drivers — through the Motor Vehicle Administration. Title 15, Subtitle 7 of the Transportation Article governs the licence, and § 15-705 conditions its issuance on a surety bond in the form and with the surety the Administration approves.
It is a three-party arrangement: the school (the principal), the surety carrier, and the Administration (the obligee), with students and their families as the protected parties. The practical case for it shows up when a school closes mid-course: the MVA credits students for training already completed, and students recover the fees they paid for training they never received by filing a claim against the school’s surety bond, with receipts and student records as proof.
It is not insurance for the school — if the surety pays a claim, the school repays the surety. COMAR 11.23 requires the bond to be maintained continuously in force in the amount § 15-705 sets, so a lapse puts the licence at risk. Maryland school licences run on a two-year cycle and renewals are due at the MVA no later than 15 days before the wall licence expires; we track the term and send renewal notices 60 and 30 days out.
